Let's remind ourselves that impeachment is a political process. The Congress can impeach for any reason they agree on, for example lying about an extra marital affair!!! ("I did not have sex with that women.") I.e., the President serves at Congress's will. We are not privy to all the findings of the Mueller investigation at this point. The Congress will eventually be , however! We should all hope that any impeachment proceedings are brought on substantive matters. Past actions of Congress don't give us much to pin our hopes on however.
