Had the US not brokered the relocation of all nukes from Ukraine to Russia in 1994, promising a security backstop, Russia would be behaving. It seems only the UK is still standing by that to a degree with a serious plan to send their troops already stationed in Romania.

A little point of history, The USA allowed Pakistan to get nukes and allowed Israel give them to South Africa. I recall an interesting chat about Dr. Abdul Khan, the nuclear architect when with my dad when he was on a Pakistan/Afgan power project. So US conservative were OK giving nukes to some pretty unreliable people if it was a thorn in Russia's side. Russia was buggered in 1994 and not starting any wars.

yeah, US behaviour was strange at those time - like they wanted Russia to become great again so to have adversary some time in the future they could implement sort of Marshall plan for Russia and Russia would happily become part of the western world forever without any ambitions
