Trump indeed capped the cost for insulin in May 2020 as part of the Part D senior saving. It was voluntary participation program for seniors. On July 2020 Trump directed the federally qualified health centers to offer insulin on discount process for low income. But this was never implemented because of the high cost. Biden rescinded this part and came back with a mandatory insulin cap of 35 dollar for all medicare part D plans. So, Trump is partly correct but Biden made it mandatory all of them.
