Trump had a plan to withdraw and then Biden had a plan but it was a given that the administration overseeing the withdrawal would have to make tactical decisions based on the actual situation on the ground for whenever the withdrawal took place. Biden's own Milley and Cent Com Commander testified before Congress that they recommended that the U.S. maintain 2500 troops in Kabal until everyone was out but Biden nixed it. They also testified that - although they were the military- that the agreed upon sequence of events was that the State Department would move first and issue an order to evacuate, and then after that happened and people were out, they would move more troops into position to help. Milley and the Cent Com general testified that Biden issued the evacuation order too late and that everyone was already scrambling and chaotic before they had time to move the troops into position. And of course that abandonment of Bagram Airbase and all that equipment was never part of the Trump plan. It was all managed by Biden as just a cut and run chaos operation.
