I'm not a macro economics guy, barely a micro one, never balanced my checkbook in my life really.... does this report say that foreigners are buying Treasuries at a surprising rate? It's the second line of data for the 17th.. I did a quick search and haven't quite taken time to sort out what it's about but isn't this a good thing for the US economic situation?
