QQQ are just about the only options I ever trade and they close 15 minutes after the AMEX equity close.
I imagine institutional traders can get an OTC options market whenever they choose, albeit with some pretty wide bid/offers.

I'd like to know what the official regulations on this are b/c this has implications for after hours equity trading, at least in theory (e.g. if you are informed, you might have preferred to take a position via options but such route may not be available, thus, ceteris paribus this would increase the % of informed traders in after hours.)
