A while ago (less than 2 months), I called CEL as a buy when it was around $25. Now it is over $29. The dividend rate is good but it might drop big (most probably it will) as the Israeli government is cutting fat from cellphone companies. I have no share and I am not pnaning to buy or shorting it but I believe it is time to sell your shares if you still own it. Shorting is not recommended if you get panic if the trade goes against you because the volume is low (less than 200K) and not liquid.

Let me make it clear. I did not mean to short the stock. I meant to sell your shares and avoid it. High dividend does not justify the risk. It can drop $8 in a day.
