Beyond that, mandates may be necessary. Mandates must be issued by the government, because who else would you want to do it? Vaccination mandates were not much of an issue in the past. We were able to virtually wipe out small pox and polio in the developed world, because there was nearly universal compliance with vaccination. Today, because ignorance and conspiracy theories are more easily propagated than in the past, public health may require persuasion in addition to a mandate.
