As we learned a year and a half ago or so, putting it in a form of any military or efficient terrorist use requires greater expertise and specialized equipment. Answer to question 2: The Soviets supplied North Korea with its first nuclear reactor, and with much of the rest of its expertise and materials. The Russians continued the relationship up until recent years. Critical additional help came from a number of countries, including especially the former West Germany, France, China, and Pakistan. The US negotiated the so-called "Agreed Framework" with North Korea, under which North Korea was to convert its nuclear reactors to a "light water" type whose chief benefit, from the US and international perspective, would be that they don't produce material for nuclear bombs.
