It is a mistake to assume something is not as it appears, because most things are as they appear. Conspiracies are extremely rare. Even in international politics. They do occur, but don't assume them to be present. Instead, look for confirmation before jumping to conclusions. The simplest explanation is almost always the correct one.

I am assuming now that you are proposing that the reason the U.S. (and NATO) is balking at providing NATO air support to close the Ukrainian air space, and for a related reason has not been willing to assist in Ukraine acquiring Migs, is because: " [the U.S.] wants to use Ukraine as a drawn out proxy war with Russia for it's own ends," This is a statement which differs drastically from the far more simple explanation for it's inaction that the U.S. has consistently maintained. If you want to propose such a seemingly bizarre reason for U.S. inaction, than why not support it with logic? Don't we deserve that?
