Regarding if a broker is allowed to disclose his "track record" without being a CTA, the answer is absolutely NOT!! How do I know, I am a Registered Futures Broker and no way are we allowed to disclose any so to speak track record. It is against NFA Regulations. $95 per round-turn, run like the dickens, the other way that is. That is ridiculous. Most broker's now a days charge anywhere from $20 - $50 per round-turn.
