Downstate. I tell you u can drive up to Chicago for any events. People of the heartland are nothing like people in the city. Nothing.
When I say downstate I don't mean the suburbs. I don't mean Rockford or Kankakee. I mean find a town where when you look out the window at night there is corn in every direction. When you look up, you can actually see the stars. Not much worry about the Latin Kings around here. Everybody, and I do mean EVERYBODY, is armed.
Ideas are contagious like that. Read The Tipping Point by Malcolm Gladwell. Once this got on the news, thousands of kids saw it and the idea became a seed in their minds. Hence the repeated incidents all over the place.
