Why doesn't the Catholic Church discipline these Catholics in the administration who consistently defy the Church's mandates?

98% of sexually active women. The non married women who are following the church guidelines are not sexually active. so the stat is a bit skewed... (but I know probably not by much) I just point out there are some good Catholic girls. (Like my very young daughter will be when she grows up.)
