They simply don't want to be vaxxed--for whatever reasons ... unless they have to be vaxxed in order to go to the pub, or buy alcohol in the store, for examples. When their excuses are refuted, they switch to the next excuse on the 'Clown's list of antivaxxer excuses.' Once they reach the end of that list, they start over at the top again.

So for months the U.K. had planned the criteria for transitioning out of Plan B. Now that Omicron cases in the U.K. have declined to sufficiently low levels the U.K. is moving out of Plan B. Why is this a surprise? It is more a part of how proper public health practice works in the presence of a deadly disease. Mitigation measures are added when spread is high and removed methodically as spread declines.
