Somehow I don't think the rule of law will be involved...which btw is one of many reasons why your tribes will not have true democracy for centuries to come. Electing a chieftain does not turn a medieval tribe into a modern democracy. Is this how you intend to deal with those you don't like in your people's Islamic republic of Egypt?
