How do you define and measure "meaningful work"? Everybody pays taxes and everybody contributes to society. There's a thin line between irrationality, herd mentality, bullshit and communism. Having meaningful work is a typical marxist agenda - public employees ARE meaningful as they help society, private employees are selfish and NOT meaningful (that is why we will nationalise their property and all means of production).
In technical jobs there's a way to achieve a greater meaning for you work, when you can solve a problem that no one is able to in your team. You just don't have to tell anyone the internet forum where you found the solution to solve it.

When you know what and why you are doing certain things only then you can choose the right path towards fulfillment of those particular tasks.
All this means nothing if the boss does not give you a raise for your hard work advancing humanity. End of line.
Creating clarity and demonstrating action in response to that set of needs assists all of us in connecting to the meaning in our work.
