  1. Nearly 60 percent of the food grain meant for distribution among the poor under the public distribution system gets swindled during the long transit from FCI’s warehouses to the PDS outlets says the World Bank, though not in as many words.

    It’s no great revelation. In fact, we know the situation is far worse. The late Prime Minister Rajiv Gandhi said only 15 paise of every rupee spent on the PDS reached the targeted poor. That was in the 80s. In more than two decades after that, the Indian economy has made a massive orbital shift. In the prevailing circumstances, if Rajiv’s 15 paise has come down to 5 paise, it should not be a surprise.
