Most to all slave owners in the South were democrats. It was Democrats who were whipping those slaves top get them to work.
The Democrats of 160 years ago can hardly be compared to today's Democrats. Ditto with Republicans. The cartoon was about "incentives", not who's applying them.

Ryan's "Opportunity Grant" would be voluntary -- states that want to try it could submit their own plan, so long as it includes "work requirements" for the able-bodied poor. Though he has a well-earned reputation as tough on spending, Ryan said Thursday that the Opportunity Grant is only about reform, not reducing budget deficits. "It would be budget neutral," Ryan said. I saw that. On the face of it, it has good points. But this is Paul Ryan, so I'll wait for the other shoe to drop.
Blacks are their own worst enemies, and many will tell you that. Here in Washington, DC the elected City Council is a buffoon show of corruption and incompetency. Blacks are conservative on gay issues and overwhelmingly oppose gay marriage. Black ministers, traditionally powerful forces in elections, opposed it. Same deal in neighboring Maryland. The democrats totally blew them off. Blacks' support is taken for granted, but the rich homo demographic gets slavish attention. How did blacks respond to this insult? They shuffled on off to the voting booths and did what they were told. Or at least someone did it in their names. Voted back in the same corrupt morons that gave them the finger. If I didnd;t have to live with the consequences, I would find it hysterical in the same way I found the "coal miners for Obama" morons hysterical.
Nice try in trying to ignore your past......all that bad stuff was other people..... You and your Democrats were lynching Republicans who were working to give basic rights to blacks in the south. You and your Democrats segregated schools, work, every facet of life. You and your Democrats are segregating in the same way today within urban cities. Racism is in the DNA of the Democrats. It is always there.
