This would be a plan that would go into effect after major cuts were made to government spending (like that is going to happen.) I got the idea watching a debate about Planned Parenthood. Taxes would be designed so that extra was taken out, but almost everybody would get a big refund, and then you would be asked, "You have a refund due, would you like to use all or a portion of it to go to Planned Parenthood The MIlitary College Education for minorities NASA Head Start etc"
