c'mon... he was just there, when 911 happened... there's perhaps another couple hundred thousand leaders across the land who wld've "known how to respond"... come to think of it, how many battle-tested military leaders have withdrawn their confidence? he's led america into a hole, a pretty big one actually... so much so that you can't seem to see what lies outside anymore...

 

I've seen this picture floating around the internet for a long time. Also seen the similar one with Clinton. I bet both were photoshoped.

That has more to do with Bush not having camera sense, than leadership. Clinton is aware of the camera --and it’s funny as hell when Clinton is busted, like his laughing caught on tape during Commerce Secretary Ron Brown's memorial service.
