Yeah, it is horrible. Especially when the result is students failing out of school at levels far beyond what we have seen before. Or unprecedented cases of anxiety, depression, drug usage, isolation, and of course the social issues of kids going without sports or being locked inside on their own or missing proms, etc. All because he "erred on the side of caution". You can downplay this however you want, but it is a catastrophe for children that policy was dictated by someone who everyone claimed was the "man of Science" and who turned out to be a false prophet and finally came around to what people - who were called frauds and demonized - said all along. Why don't you be an honest person and just accept that instead of pretending it wasn't a big deal?
