    There are clear policies about the retention of government documents and records -- both paper and electronic. The Trump administration is ordering government employees to shred and burn documents (an action which violates federal law) that would demonstrate the actions of the Trump administration in discontinuing USAID contracts are against the law and the government can be held liable in civil court by organizations carrying out these contracts.
