The Fed has Eliminated Reserve Requirements for All Depository Institutions

What money supply? When I go to pull $10000 out in cash and they tell me I can't where's the supply? It's all fake and with 0% depository requirements you can't even get paper fake money out in a panic.

 

• Does it mean banks can use customer money in full extent for lending, gambling etc without backing anything up?

Is this sarcasm? I'm trying to gauge the sense of urgency, but media's mum and this move was announced several days ago.
