    The Pandemic Could Be ‘Effectively’ Over by April, According to J.P. Morgan

    The current trajectory of Covid-19 cases and vaccinations implies that the global pandemic could be as good as over in just a couple of months, a team of J.P. Morgan analysts that includes global head of quantitative and derivatives strategy Marko Kolanovic said on Friday. That’s a much faster timeline than the market and most economists are working with.

    The J.P. Morgan analysts aren’t concerned about the potentially more contagious U.K. coronavirus variant, referred to as B.1.1.7., which has been discovered in dozens of countries and more than 30 U.S. states. Last month, the Centers for Disease Control and Prevention warned that the U.K. variant could become the dominant strain in the U.S. by March.

    “The spread of the B.1.1.7. variant is not inconsistent with an overall decline of Covid and an end of the pandemic in Q2 due to vaccination, natural immunity, seasonality, and other factors,” Kolanovic wrote on Friday. “…While the dataset is still small, statistical analysis of current vaccination data is consistent with a strong decline (i.e. effective end) of the pandemic within ~40-70 days.”

    That range means somewhere between the end of March and the end of April—in other words, just around the corner.

    Governors are asking President Joe Biden for more say in how the federal government is distributing coronavirus vaccines to local pharmacies and community health centers in their states.

    They also want the public to better understand which distribution programs states are running and which ones the federal government controls.

    "Due to the anxiety created by the demand and supply of the vaccine, it is imperative that the American people fully understand the process," the executive committee of the National Governors Association wrote in a letter sent to Biden on Monday.

    The governors complained that the public reporting on vaccine distribution by the Centers for Disease Control and Prevention has created "unnecessary confusion." They asked that the CDC be clear about which doses are being distributed through state-controlled efforts and which through programs the federal government is handling.

    The Trump administration partnered with pharmacies to administer vaccines to nursing homes and long-term care facilities.

    Biden launched programs to send vaccines to select retail pharmacies and federally funded community health centers that serve predominately low-income patients.

    Governors said the pharmacy and community health center programs should be coordinated with states, which are better positioned to know the needs of their communities and to assess facilities' ability to administer vaccines.

    "As usual, some pharmacies and (community health centers) are better suited for the task than others," they wrote. "If the federal government distributes independently of the states to these same entities without state coordination and consultation, redundancy and inefficiency may very well follow."

    Kevin Munoz, a White House spokesperson, said the administration is "discussing these important issues around data and reporting with our nation's governors on an ongoing basis."

    "Our strong partnership with states over the last several weeks is helping us vaccinate more people," Munoz said in an email, "and we look forward to continuing to be a strong, receptive federal partner as we work with the relevant stakeholders to improve our data and reporting."

    That includes enhancing Tiberius, the government's tracking software, so states can better see what's happening. Localities can also now submit data on priority groups for the federal pharmacy program.

    Biden has promised to work closely with governors as he accelerates the vaccine distribution process that began under President Donald Trump. He met with a group of governors and mayors last week. His coronavirus task force holds weekly calls with governors.

    The administration has increased the amount of vaccines going to states and given governors a three-week forecast so they have more time to prepare distribution plans.

    "We understand the pressure the governors are under," Andy Slavitt, Biden’s senior adviser for COVID-19 response, told reporters last week. "We are taking a collaborative approach as much as possible."

    States have faced questions about why some are distributing vaccines faster than others.

    New York Gov. Andrew Cuomo, a Democrat and chair of the National Governors Association, emphasized Monday there are multiple distribution points.

    Cuomo said better coordination is needed in part so state and local governments aren't sending vaccines to the same places.

    "If the federal government is sending to CVS," he said during a news conference, "I don't send to CVS."

    Oh I see. Joe announced an ambitious aggressive plan to vaccinate a million people per day. Then he was told we were already doing that. So Joe said: Ahhhh. I meant 1.5 per day.

    States will receive their biggest boost yet in coronavirus vaccine doses this week, a 23% increase over the previous week and a 57% increase since President Joe Biden took office, administration officials told governors Tuesday.

    The White House announced that it’s doubling to 2 million the number of doses sent directly to pharmacies.

    “This program will expand access to neighborhoods across the country,” Jeff Zients, Biden’s COVID-19 coordinator, told USA TODAY in an exclusive interview before holding his weekly call with governors.

    Cities scramble to vaccinate residents, not only necessary to speed the nation's health and economic recovery but also to slow the mutation of the virus. Although vaccine distribution has increased, vaccination sites all over the country are shutting down while hundreds of thousands of people are on waiting lists.

    There’s great variability among states about who is eligible to be vaccinated. In 35 states plus the District of Columbia, people 65 and older can seek an appointment. Some states haven't moved beyond vaccinating essential workers and those 75 and older.

    The number of doses states will receive will increase from the 8.6 million a week they received during Biden's first week in office to the 13.5 million that Zients told governors Tuesday they will receive.

    “That’s a minimum,” Zients said. “Supply will continue to ramp up.”

    Dr. Anthony Fauci, Biden’s chief medical adviser, told CNN Tuesday that vaccines may not be available to the general public until mid-May or even June. Fauci had previously said vaccinations could reach lower priority groups as early as April.

    Fauci said the earlier estimate was based on an expectation that Johnson & Johnson would be able to provide more doses than now looks possible.

    Getting vaccines into the arms of most Americans is not likely to be completed until late summer or fall.

    “The important thing here is that, given the actions the president has taken across his first three weeks in office, there's now enough vaccine by July ... to vaccinate up to 300 million Americans,” Zients said.

    The administration is working on ways it can help improve the often-confusing vaccination sign-up process while expanding accessibility through pharmacies, community health centers, mobile units and mass vaccination sites.

    Last week, Los Angeles closed five city-run vaccination sites, including the largest at Dodger Stadium because of a shortage of doses.

    “This is an enormous hurdle in our race to vaccinate Angelenos,” Mayor Eric Garcetti said last week.

    In New York, the 10 million people who are eligible to be vaccinated are chasing the 300,000 doses per week the state gets, Gov. Andrew Cuomo said Monday.

    Officials from Illinois, Michigan, Louisiana and Colorado testified before a House panel this month about the pressing need for more vaccines.

    “The biggest challenge I'm hearing from states right now is simply a lack of supply,” said Rep. Diana DeGette, D-Colo., who conducted the hearing for the House Energy and Commerce Committee.

    Governors expressed appreciation for the Biden administration’s practice of giving them a three-week outlook on the minimum number of doses they will receive.

    They asked the administration for more say in how the federal government distributes vaccines to pharmacies and community health centers in their states.

    “We need better coordination between the federal government and the state government, so we know what pharmacies they're sending to,” Cuomo, the head of the National Governors Association, said Monday. “Some pharmacies do a better job than others.”

    Governors, who are under pressure to get residents vaccinated, want the public to better understand which distribution programs states run and which ones the federal government controls.

    The National Governors Association spelled out those concerns in a letter sent to Biden on Monday.

    Zients said the administration believes in data, transparency and coordination.

    “So we will absolutely be responsive to requests that involve data and coordination,” he said. “At the same time, I want to make crystal clear that we are going to have a holistic approach here that involves additional channels, including the pharmacy channel and the community health centers.”

    The Trump administration partnered with pharmacies to administer vaccines to nursing homes and long-term care facilities. Biden launched programs to send vaccines to select retail pharmacies and federally funded community health centers that serve predominately low-income patients.

    Zients said the administration monitors how the pharmacies and community health centers perform when determining vaccine allotments.

    He said the doubling of doses to pharmacies from the 1 million when the program began last week to 2 million this week was performance-based.

    “They are efficiently and rapidly getting needles into arms,” he said.

    As supplies increase, the program is expected to eventually include more than 40,000 pharmacies.

    Most independent pharmacists want to administer vaccines, according to the National Community Pharmacists Association, which represents more than 21,000 pharmacies.

    But for most pharmacies, the supply of vaccines is only trickling in from state and federal health officials, the group said in a statement Tuesday.

    "There’s a high level of commitment on their part, and a high level of trust among their patients," said pharmacist Douglas Hoey, the association's chief executive officer. "That’s exactly what we need right now to bring the vaccine to these communities.”

    Biden set a goal of administering 100 million doses in his first 100 days.

    “With the progress we’re making I believe we’ll not only reach that, we’ll break it,” he tweeted Tuesday.

    That’s required increasing vaccine supply along with the number of vaccination sites and vaccinators.

    Zients attributed the 57% increase in vaccine doses to states to planned production increases by vaccine manufacturers Pfizer and Moderna, as well as actions by the administration. Those included using the Defense Production Act to get Pfizer what it needed to speed up production, he said.
