Tariffs are a tax on consumption as opposed to production. IOW, if you're taxed on income... it's a disincentive to work and produce.

Not so with tariffs, if those taxes are too high you can opt out or substitute what you consume w/ something else. Ergo Trump's hope is, obviously, that people will shift to made in USA.
