That's not what terrorism means. It's to instil terror in civilians, a state of constant fear where they can die at any moment in seemingly safe and secure locations for political reasons. Similarly US military might be considered terrorists in certain Middle Eastern countries (not that I agree with that necessarily).
I was born the year "The Troubles" started in Northern Ireland and terrorism must be organisation backed, be it state or a group as there must be an ongoing threat. Trump's brand of "stochastic" terrorism counts, fits the framework, though him actually instilling sufficient terror is arguable. As he continues to inspire more violence, we might need a new word for what his specific impact is. Lone actors, even if inspired by ideologies, lack the structural backing and operational coordination to constitute a sustained 'ism,' though they may still instill terror or act under the guise of ideological alignment. A lone actor/wolf might best be called a violent extremist or an ideologically motivated attacker.
