It's for "Major Civil Disturbances". They probably aren't too concerned what the issue is that is causing the disturbance. They are there to restore order. It does make for the scenario where a major civil disturbance turns into a civil war though....
They wont. Look at what happened in new orleans after hurricane katrina. They went around disarming all the citizens that were in their own homes.
