I think nobody on ET would be taxed at 15%. The global minimum tax rate would apply to overseas profits of multinational firms with 750 million euros ($868 million) in sales globally.
I would not want to live in Dubai, but thats just personal taste. No true culture, no history, just some of the worst stuff western modern development has to offer piled up in the desert, built up by modern slavery. But of course everybody is different, one man's paradise is another man's hell.

In practice, you can live tax free in Bali on a tourist visa, which requires you to leave the country every six months. In theory, you'd need to pay Indonesian tax on your income if you're present for over half a year but there's no way to do that even if you wanted to.
