Not really police state, but a really dumb idea. This is the problem with big gov, most of the time they lack funds and some schmuck comes up with a taxing idea, no matter how stupid it is the board would vote on it.
Its not the tax, its about stopping freedom of speech. Tax is the weapon to stop people from creating a blog.
