THe SOS doesn't have any power to approve sales of weapons, only the POTUS does and the Undersecretary of the State who is directly appointed by the POTUS (not appointed by the SoS) gets to oversee the vetting and has no role in 'approving' anything. The State department doesn't get to funnel anything, the Pentagon does. And even if we assume all these facts do not exist and that she was complicit - it STILL DOESN'T PROVE that she APPROVED the SALE. And I mean SALE, not just getting your hands on these weapons - which is not the same thing.
