So bringing back these say no to drugs PSAs should do the job, I mean they already took away some Dr suess books and are trying to get rid of ms. During the last stimulus I saw people loading up their shopping carts with flat screen TVs imported from China. Apparently the stimulus is doing a terrific job stimulating the Chinese economy and creating jobs over there.

I think the only real play on the cartels drug trade was or is Bitcoin. Transporting huge amounts of cash back into Mexico used to be their biggest problem - Bitcoin resolved that problem.
