Change the reason for invading the sovereign nation after initial reason for invading evaporates. 4. Claim Mission Accomplished before the mission of nation building begins. 5. Spin the need for nation building. 6. Morph the enemy and reason for invading sovereign nation away from the leader of the sovereign nation to a shadowy boogie man.
Actually Charles Krauthammer "made it up" and he's a conservative commentator. Additionally the term has been used repeatedly by the White House during its press briefings. Fleischer was even asked in detail to delineate the Bush doctrine. So if this term was "made up" it kind of makes a person wonder why the White House would help define what it is. By using these things called "words" -- yes. Well he does sit on the Foreign Affairs subcommittee.
