1. Scrutinize the budget for FAT.. and cut it. 2. After all the fat has been trimmed, CUT THE MEAT! 5-8% per year until the budget is balanced. I know, there would be lots of whining... "I was promised more", "I can't get by on less".. yada, yada, yada. Sorry, you must take less... no choice... can't afford more. Short of that, we're all doomed... just a matter of when.
