Until we develop the ability to become self-sufficient in space and on other planetary bodies, we are just blowing smoke. By self-sufficiency in space, I mean the ability to build substantial structures, mine, develop energy sources (including space propulsion), create manufacturing capability, find water, and grow food on bodies in space other than the Earth. We need planetary bodies that have the resources we need and environmental conditions that are favorable enough for us to build a viable base. We almost certainly need our machine tools to have the ability to operate in very low gravity, the vacuum of space, radiation fields, and temperatures ranging to near absolute zero to greater than the boiling point of water. We have or should have the ability to develope appropiate technologies on Earth, under the simulated harsh conditions listed above as it is much cheaper to do here than in space. Not having a working peace treaty concerning space seems destabilizing. A non-energy weapon deployed from space can reach its targets in five minutes or so. This lack of warning may increase the potential for inappropriate and irrevocable action based on unconfirmed information. At least manpower should not be an issue as there seems to be plenty of "space cadets" around.
