Actually, strictly speaking, this is not true. The CIA created the Mujahadeen, and the arab network that supplies it, which later became the al Qaeda. The Taliban was a reactionary response to Mujahadeen's corrupt rule of Afghanistan. So the CIA was not directly responsible for the creation of the Taliban. But they are responsible for creating al Qaeda.
