well, I'm not sure that is entirely the situation, due to the fact that the city boundaries do not expand, and residents tend to be replaced with business when the people move out, but not far away, maybe just to the suburbs. Social democracies hah? Progressive Liberals have unique talent in coming up with new and every time different name for old socialistic ideas. Every time after the new (old ) idea of wealth transfer stop working the old name changes as well. I consider myself a Phd in the subject after spending 15 years learning in former USSR schools. Unfortunately for US the only cure against the Socialism is more of it. That is why I expect longer pain and suffering. In the final stage there is no envy, no regrets and majority is equal, indifferent and completely poor. The problem is that it is relatively easy to make an impression that Socialism is doing fine. In USSR all products were forwarded to major cities like Moskow while small places were extremely poor. Some countries use oil as a payment for welfare programs and therefore Socialism is great! Some use protectionism that works for small countries since they make no difference to China... . It takes a life time to see and understand that the idea of socialism sounds great but do not work in practice. The young generation never learn from mistakes of the parents.
