My girlfriend speaks Portuguese and attended University of Sao Paulo for a year post-grad which is ranked 120 in the world. Not bad 120 in 2016 but that is about it she says, a couple of also rans but way too much garbage 3rd level for a large nation. I've been to a lot of third world places so I learned, the ones with chips on their shoulders because of a poor education you can't fight, they beat you with their experience. Brazil is a great example of how not to manage educational meritocracy, not capitalism or socialism. The quality of a countries universities is connected to it's populace's general brain power one might assume at least in large part.
