France generally will not extradite French Citizens for any crime (look at the Roman Polanski case). The United States generally will not extradite U.S. citizens to France for minor crimes. However the minute a U.S. citizen goes to a foreign country all bets are off. France has regularly attempted to extradite people to France for failure to pay fines and tax evasion - they have a mixed record of success.
I think, but am not 100% certain, you will find that US citizens are generally not extradited without the express consent of the US Government. Just going on conversations I've had while abroad with embassy personnel.
