Yes... it is weird... even on listed stocks that have almost zero liquidity showing in the ISLD book, I often find people are watching eager to trade. Granted it is not all the time... but I find it is worth sending part of the order there to see what happens...
i used to short via arca on downtick every days and it works . never tried with island recently buy last years it was not allowed i get a message saying illegal short.
