Brokers get an "easy to borrow" list, not the other way around. It gets loaded every morning. If it's not on the list, you need a locate.

Lets assume a broker works with 2 different clearing firms. Firm A has a very short list and firm B has a better list of shortable stocks. Does it depend more on the clearing then to provide stocks for short selling transaction, or is it still the broker?
If you broker is not a self clearing broker, they introduce your account to a prime broker for clearing, custody, stock loan and borrowing for margin. What ever Prime broker you open your account at, will be the only one that will provide you a stock locate and stock loan. So, not the broker, but your clearing firm has that responsibility.
