Short selling without uptick?

  1. Someone told me that we can sell stocks short without an uptick now. Is that true? I find nothing on the Securities and Exchange Commission website or NYSE website.

    here's the link to the reg sho program and you'll find a link to the pilot list there as well to see which stocks are in the program.

    Furthermore, ARCA is its own exchange for over a year now and there is no uptick rule for shorting Nasdaq stocks using ARCA. Does not apply to AMEX or NYSE however. I think INCA - ISLD is the same way for Nasdaqs.

    On a side note, anyone see this as a bullish sign?
