Actually his plan was to send the illegal immigratns to mexico as he says there are about 20k inmates that are illegal immigrants. He says this will save about 1 billion dollars per year. It should get rid of alot of Mara Salvatrucha 13 by doing this.

It gets better. Rather than send them back to Mexico just to deport them he wants to pay Mexico to keep them in Jails to serve out their sentence.
