The fee is a penny per $300. Sells only. It was that rate for a long time, although I didn't know it dropped recently, only to go back up in April!

Per the SEC website: http://www.sec.gov/news/press/2002-57.htm "In addition, effective Oct. 1, 2002, or 30 days after the date on which the Commission receives its fiscal 2003 regular appropriation, whichever date comes later, the Section 31 fee rate applicable to securities transactions on the exchanges and Nasdaq will be reduced to $25.20 per million from the current rate of $30.10 per million."
