Ghastly! Who would've thought that the best time for an IPO is at a (relative) market top?! And that investment banks can figure out when markets are (relatively) overstretched? Call 911!
I always keep an eye on the IPO market as a sentiment gauge. The Bankers who take companies public always have a large network they utilize to raise capital so if an IPO like Harrah's gets cancelled that's telling of the negative sentiment out there.
