looks like the dude was not the Top Director but was in charge of the operations for putting sleepers in US. the reasons for this colonel choice are puzzling to me. double game like that is very risky. what's his rewards in this game? was he underpaid in Russia? ideological reasons? has he been engaged in the double play since Cold War?
