The strategy is more likely to issue russian passports to those of military age in those regions for the purpose of conscription. From a russian perspective, Ukrainians have no right to self-determination, sovereignty and the people's are considered sub-human. In terms of nuclear option, it's pretty clear that the strategy is to create a disaster with Zaporizhzhia, which can be deflected and denied much easier than an outright strike.
