Disinformation is used by both parties for strategic reasons.

My opinion about the gas is as follows: Putin needs the money from selling gas, so he has to sell to Europe as he cannot sell it elsewhere. But at the same time he wants to create problems for Europe by delivering not enough to create scarcity. So Putin is watching the struggle of the Europeans. Europe has send all the time pessimistic messages, that maybe convinced Putin not to reduce the deliveries more. Which means that he could catch still millions that he needed desperately to finance his war. But at the same time Europe could increase the amount of gas they need for the winter. Putin was looking for the optimal balance between hurting Europe but not hurting himself financially more than needed. It is clear now that most countries have a +80% level of reserves now.
