It states Kievan Rus as the epicenter of the slavic culture. This makes Ukraine the predecessor of Russia both geographically and culturally. It also makes Kiev an older center of slavic state power not Moscow.

 

This isn’t as simple as that, Ukraine didn’t exist back then. It’s like saying Americans are basically English.
