Seems like those are the ends of the bridge bent struts (or you can call them pier caps). The peculiarity of this particular bridge is that it is right next to the hydroelectric dam. Ukrainians don't want to destroy the dam at the moment, that would cause a lot of destruction downstream. So the bridge hits have to be very precise. Here's the bridge in its better days:
