  4. There was no requirement in the Budapest Memorandum that the US defend Ukraine if attacked even though uninformed sources report that. It was discussed, along with many other possible scenarios, in the lead up to finalizing the agreement but it never became part of the agreement. Exactly the same environment we are in right now. Lots of scenarios and proposed requirements are flying around by the minute but anything that does not make it into the final written agreement, well, is not part of the final written agreement.

    And even those who attempt to say that the Budapst Agreement required defense of Ukraine, agree that the background discussion was about if Ukraine was attacked with nuclear weapons, the US and other should be required to provide nuclear defense in return for Ukraine having given up its nuclear arsenal. That would not apply to the current Ukraine invasion. Yet, anyway.
